Why are some changes not announced?

The +5 stone rate chance was clearly decreased a lot. Why is it left out in the patch notes? It's not the first time that some of these informations are not made public.

Nothing is changed without being announced in patch notes, we've all just been unlucky after the patch.

It was added 1 or 2 days after the patch notes when I found time to read them. Because multiple people work here, information can sometimes get lost. The overall probability of upgrading stones to +5 remained unchanged; only the blue dragon breath was affected as it's used for both +5 and R stones.
Sometimes you need to revisit the patchnotes at least once or twice after the publishing (for like the first week). Since there might be stuff that we omit, specially on a big patch.
