Closed War God Blessing Scroll should be 100% for +4 too

[Basim]

Make the War God Blessing Scroll work from +0 to +4, because currently there is no 100% scroll for +4.
The War God Blessing Scroll works from +0 to +3.
For +5 you have Blacksmith's Memo.
for +6 you have Wise Man's Memo.

This change would positively impact higher level item upgrades, as most of the lower level only ask for yang.

Im pretty sure it already is? It says +0 +1 +2 +3 to the next level

[Essence]

Hi,

As mentioned by @IDemonI already, you can get an item from +0 to +6 with a 100% chance using the correct scrolls. I also went ahead to test the scrolls just in case one of them is bugged, and there was no issue.

Warm wishes,
Essence.
