Make minnows useful

[Basim]

Most people will either fish at tier 1 or tier 4, add a crafting recipe to make shrimps from minnows at the fisherman.

Minnows are already useful for fishing at tier 3. Tier 3 is bonkers for ppl in mid-level if they know how to approach it (what to fish for and what bonuses to have on the fishing rod to make it more smooth and profitable).
Till tier 5 is released I believe tier 4 should remain difficult to reach and fishes obtainable there should remain hard to get to make them worth anything. Just my opinion. Feel free to share what you think but don't be shy to elaborate.
