Within certain level ranges, you get missions to either farm stones which are below the char level, or kill a boss thats out of the required level range to progress in the mission. For example if you need to break 200x lv 45 stone with lv 50+ char, it is an ultimate waste of time since the drop is heavily punished for the level difference, but that is not really a problem worth mentioning, it could be done that the missions are only equal or higher than the char level, but the mission can still be done very easily even as it is now.
The problem is, when the mission is a boss that needs to be killed, but is more than 20 levels higher than the char level - the char gets the mission based on its level, but the mission is impossible to progress on with that char level.
So my suggestion is to keep the 20 level difference limit in order to get points for the missions only for the lower extreme, but remove this level difference limit for the upper extreme. If the char is strong and can kill bosses of much higher level, it shouldn't be punished for that by not scoring any points in the mission by doing that. For example with the old battlepass system - kill 200 bosses at level 40 - if your level 40 char can kill Kenki, which is no big deal, you should receive the point for that mission's progress, but you never would, since Kenki is lv 62, hence it's out of 20 level difference on the upper extreme. The same thing surprisingly happens now with the new system - Kill 10x Yellow Tiger Ghost on a level 50 character - boss is lv 75 so I can kill it hundred times without getting any progress in the mission, due to the upper extreme limit of 20 levels difference.
We have level restrictions for maps, level restrictions for features and other obvious ways to motivate players to progress, so I believe there is nothing wrong with doing the BattlePass missions by slaying higher level targets and scoring points for the progress on them, no matter how much higher that level is.
Simply remove the feature of upper level difference nullifying points for the missions' progress.
