Sura Dispell is a negative ongoing temporary effect applied to you or your teammates. Heal description is pretty clear. removes all negative effects, 120% chance at P. I don't see further commentaries needed.

let's say that I dispell you now. For the next 10 seconds you have no more buffs applied. But, Baloo, healer mage, after just 2 seconds after I dispelled you, heals you, and dispell dissapears and you come back to the state before you got dispelled, faster, thanks to the heal (which cures all negative effects)
